Many communist leaders blame the famine on an unsuccessful harvest, failing to see the crimes that were committed against the Ukrainian people. Today, Russia does not recognize the Ukraine Famine as genocide. Russia claims that there was starvation all throughout the U.S.S.R. and that the Ukrainians have no right to say that they were targeted directly. On November 28, 2006, the Parliament of Ukraine created a law that recognized the famine in Ukraine as genocide. It also made public denial of the genocide illegal.
