Hatred towards the kulaks and Ukrainians continued to spread. Stalin silenced anyone who spoke against Stalin's plans. Many moderates who spoke against the actions taken Stalin were exiled to Siberia or executed. Laws were created that targeted Ukrainians and kulaks. Targeted groups were not permitted to leave their towns and travel was restricted. Kulaks were regularly subject to abuse from Soviet policemen.
